I am surprised that Walmart would ever think that they could exclude the Board. Walmart is bound and determined that its employees not form a union.
Wal-Mart loses bid to exclude Saskatchewan labour board

OTTAWA — Retail giant Wal-Mart Stores Inc. has lost a bid to have the Saskatchewan Labour Relations Board banned from hearing any cases involving it.
The Supreme Court of Canada has ruled it won't let Wal-Mart argue that it can't get a fair hearing in front of the board.
The company first went to Saskatchewan Court of Queen's Bench with its complaint after attempts by employees in several stores in the province to unionize.
But the court ruled there was no evidence the board was biased in favour of the United Food and Commercial Workers union.
Wal-Mart then took its complaint to the Saskatchewan Appeal Court, which upheld the lower court's decision.
The labour relations board has declined to comment on the Supreme Court ruling.
