Wheat Board Barley vote not secret?

This is from leftdog's blog. I have heard nothing of this on the mainstream news as yet. It is to be noted that the vote is not binding and there are three choices. Strahl has not said what percentage need to vote for each choice to act.

Are Tories Cheating AGAIN On Farmers Barley Vote - Each Ballot Has Unique Identifier

Canadian grain farmers are currently voting on a Tory proposal on Barley marketing. This vote is a test run by Chuck Strahl and the Conservative government in advance of their plan to kill the Canadian Wheat Board's single desk marketing mandate.

Farmers in western Canada have been receiving their 'barley ballots' and are shocked to find that each ballot has a unique identifier which would allow the Federal government to know how each farmer voted!

More Harper style democracy? More Conservative bullying tactics? More Tory cheating?

KPMG is handling the vote for Agriculture Minister Strahl. KPMG spokesman Jeff Thomas said the vote is secret, even though there is a number on each ballot that identifies the farmer to whom it was sent. Nice!!!

Canadians are getting tired of Tory nonsense. The majority of western farmers are for sure!
